Pharaoh was verily a tyrant

Surah YUUNUS - 10 (JONAH)
  
 BisMIllaahir-Rahmaanir-Rahiim
In the name of Allah, the Beneficent, the Merciful

83.  Then none believed in Moses, save some scions of his people, (and they were) in fear of Pharaoh and their chiefs, that he would persecute them. And lo! Pharaoh was verily a tyrant in the land, and lo! He verily was of the wanton.    
83.  Famaaa  ‘aamana  li-Muusaaa  ‘illaa  zur-riyya-tum-min  qaw-mihii  ‘alaa  khaw-fum-min  Fir-‘awna  wa  mala-‘ihim  ‘any-yaf-tinahum.  Wa  ‘inna  Fir-‘awna  la-‘aalin-  fil-‘arz.  Wa  ‘innahuu  laminal-  musrifiin.  

Commentary
 
Prophet Moses and His brother Aaron (peace be upon them) were true well-wishers of pharaoh. They wished to teach him, that he should consider thoughtfully on his condition, by causing to release him from the noose of his flatterers. But Pharaoh had acquired much power and his flatterers, who used to feel their betterment in accepting his all sayings without consciousness, were supporting him in all matters.

The nation of Moses (peace be upon him), the Children of Israel were very distressed from the tyranny of Pharaoh and used to consider that Prophet Moses (peace be upon him) was their Rescuer. But due to fear of Pharaoh and his flatterer chiefs, these people did not proclaim openly about their belief. Their senior people used to consider convenience in it that seemingly they should remain followers of Pharaoh. Therefore they used to advice their people that they should not help Moses (peace be upon him) against Pharaoh.

In this verse, it is commanded: Notwithstanding, (wizards of) Pharaoh had been defeated by Moses (peace be upon him) in the competition, even then; his influence was the same as it was. The people used to fear him due to the reason: If we opposed him; he will punish us. So apparently; they remained partisans of Pharaoh, and besides some courageous youth persons, none of them proclaimed about their belief.

It is a regular practice always in the world that powerful is commander and he vanquishes his opposite movements with force, but he does not think that the people have been becoming his enemies secretly, and they will finish him as soon as they will get chance.
